The balloon incident in early February has brought about a further chill in US-China relations, deepening a tech war that began last October. By banning exports of the most advanced semiconductor chips, and the machines needed to make them, to China, the US wants to slow down their rival’s military and surveillance development. The Biden Administration has also roped in its allies, the Netherlands and Japan, into their export curbs, while planning further legislation to kneecap the Chinese tech industry. In the meantime, Beijing has responded by announcing investments into chip research, while President Xi Jinping struck a defiant tone in the recently concluded “Twin Meetings”. Will there be a victor in this tech war, and what will it mean for the rest of the world?
